Cuban authorities broke up a crowd of would-be emigrants who flocked to the French Embassy in Havana in hopes of gaining exit visas that would help them reach the United States, the Cuban state radio said Thursday.

The report, monitored in Miami, said “several dozen anti-social and stateless elements” were arrested and charged Wednesday evening with “provoking disturbances.” The crowds around the embassy apparently were lured by unfounded rumors that the French government would grant exit visas, the radio report said.
