Witnesses said Haitian soldiers shot three people to death in Port-au-Prince on the second day of a strike against an election decree that strengthens the power of that nation’s ruling council. At least 12 people were reported wounded, bringing the two-day casualty toll to at least four dead and 15 wounded. Youths manned barricades of burning garbage and tires at most major intersections in Port-au-Prince as truckloads of soldiers with machine guns patrolled the capital and tried to dismantle the obstructions. Barricades also were reported burning in Cap Haitien, Leogane, Les Cayes, Port-au-Paix, Jeremie and Jacmel.
