Five people died in clashes with soldiers on the second day of a general strike against an election rules change that strengthens the power of Haiti’s ruling council, Radio Metropole said. At least 12 people were reported wounded, bringing the two-day toll to at least six dead and 15 wounded. Youths manned barricades of burning garbage at most major intersections in Port-au-Prince as soldiers with machine guns patrolled the capital. Barricades also were reported in Cap Haitien, Leogane, Les Cayes, Port-au-Paix, Jeremie and Jacmel. Eastern Airlines canceled flights into Haiti, and the State Department urged the government and the opposition to hold talks.
