Hong Kong Weighs End to Penalties for Homosexuality

This city is considering ending its century-old criminal penalties against homosexuality in an attempt to stop the spread of AIDS.

A government spokesman said Friday that a discussion document will be issued soon on whether criminal penalties should be reduced or dropped.

Homosexual acts have been a criminal offense in Hong Kong since 1885. The maximum penalty is life imprisonment, although it has never been imposed.
