The World University Games, which formally opened Wednesday in Zagreb, Yugoslavia, are again expected to turn into a contest between the United States and the Soviet Union.

The Americans have a 338-member delegation in Zagreb in an effort to make up the gap that separated them from the Soviets in Japan in 1985 when the Soviets won 84 medals to 66 for the U.S. States. The Soviet Union has 257 competitors at Zagreb.
