The World : Swap of A-Tests Discussed
The United States and the Soviet Union have held serious discussions about conducting nuclear tests on each other’s territory, officials for both sides said as they ended a sixth round of Geneva talks on nuclear testing. Soviet Foreign Minister Eduard A. Shevardnadze raised the idea when he met with Secretary of State George P. Shultz in April, suggesting experimental blasts at the opposing superpower’s test site to calibrate monitoring instruments. Robert Barker, who leads the American team in the talks, has said the Reagan Administration favors the exchange.
