An agreement to develop a steel plant in northern Indiana was signed by Inland Steel Industries and Nippon Steel. The joint effort by the U.S. and Japanese companies calls for the ultramodern steel plant to be turning out cold-rolled sheet steel by the end of 1989. Ground breaking on the $400-million facility is scheduled for next month.
