The White House bolstered its staff in recent years with hundreds of workers from other federal agencies, breaking laws and misleading Congress in the process, a congressional study said. Presidents have long brought government workers from other agencies to work at the White House. But the draft report by the General Accounting Office found that, in recent years, the White House has failed to report many of the transfers to Congress and to reimburse the workers’ agencies for their salaries. Many of the workers were hired by government agencies expressly to work in the White House, “an inappropriate use of . . . (hiring) authority,” the report said. The White House refused to comment, saying officials have not seen the final report.
