A man who led a paramilitary patrol at the Arizona-Mexican border in 1986, in which 16 illegal aliens allegedly were held at gunpoint for 90 minutes until Border Patrol agents arrived, pleaded guilty to a federal firearms charge in a plea bargain. J.R. Hagan of Tucson, a former officer of the conservative Civilian Materiel Assistance, pleaded guilty in U.S. District Court in Tucson to possessing a .223-caliber Ruger Mini-14 rifle. He was barred from possession of firearms in interstate commerce because he pleaded guilty in 1971 in California to possession of marijuana for sale, a felony.
