Westminster : Labor Panel Calls for 5% Raise for Teachers

A report from a state-supervised labor relations panel has recommended that teachers in the Westminster Elementary School District be given a retroactive 5% pay raise for last school year.

The teachers’ last contract expired on June 30, 1986. Negotiations for a new contract were declared at impasse in November. The school board’s last offer was for a 4% pay raise; the teachers union, the Westminster Teachers Assn., had asked a 10 1/2% increase.

In addition to a 5% retroactive pay raise, the three-person, fact-finding panel recommended that state-certified bilingual teachers receive a $300 stipend. The panel said the new contract should be for three years.

The panel recommended against a contract including an “agency fee,” under which teachers not choosing to belong to the union would still have to pay a fee in lieu of union dues.

Barbara Winars, district personnel services administrator, said the two sides are scheduled to resume bargaining Wednesday.
