Education Secretary William J. Bennett has hired Jo Ann Gasper, an abortion foe who was fired from the Department of Health and Human Services for refusing to provide funds for the Planned Parenthood group, officials said. An Education Department official confirmed that Gasper had been hired but said “we can’t say at the moment” what her title and job will be. Gasper was fired by HHS Secretary Otis R. Bowen for insubordination after she repeatedly refused his orders and those of her supervisor to renew Planned Parenthood training grants.
