A 10-ton Soviet satellite that failed to reach orbit after its Aug. 1 launch will fall back to Earth early today, probably in the South Pacific, the Soviet Union announced. The Cosmos 1871 satellite, which the Soviets said was carrying “scientific apparatus,” was not expected to cause any damage, according to the official Tass news agency. It apparently was the first time the Soviets had announced beforehand that one of its satellites was dropping from orbit. The Colorado-based North American Air Defense Command said Cosmos was expected to fall to Earth about 1,500 miles east of New Zealand.
