Refusenik to Go to U.S. With American Wife

Soviet metallurgist Matvey Finkel has received permission to settle with his American wife in the United States after waiting nine years for an exit visa, his wife said Friday.

Susan Graham of Spokane, Wash., who has been staying in Moscow since the birth of the couple’s daughter a few months ago, said the Soviet visa-issuing authority had told them that Finkel, 38, could leave the country.

The couple were among a small number of divided Soviet-U.S. families whose cases remain unsolved despite a general easing of travel under new emigration laws introduced by Kremlin leader Mikhail S. Gorbachev earlier this year.
