An off-duty policeman was shot to death outside his home in Northern Ireland, becoming the 15th member of the Royal Ulster Constabulary to be slain this year, police reported. They said the officer, who was not identified, was killed in the village of Ballyronan, about 50 miles west of Belfast. No other details were available. Last week, two detectives were shot to death in a Belfast bar, and the outlawed Irish Republican Army, which seeks an end to British rule in Ulster, claimed responsibility.
