Phil Simms threw a 20-yard touchdown pass to Lionel Manuel with 13 seconds remaining to give the New York Giants a 26-20 win over Pittsburgh Saturday night in a National Football League exhibition game at Pittsburgh.

The Steelers, finishing their first winless exhibition season since 1965, had taken a 20-19 lead when Gary Anderson kicked a 46-yard field goal with 1:19 to play.

But Simms drove the Giants 80 yards in 1:06 for the winning touchdown. He passed to Stacy Robinson for a 28-yard gain to the Steeler 35, then passed to Tony Galbreath for eight more yards. Galbreath ran seven yards to the 20 before Sims hit Manuel in the front-right corner of the end zone.

The Giants, who had earlier blown a 17-3 lead, finished the exhibition season 3-1.

Indianapolis 23, Tampa Bay 16--Quarterback Blair Kiel scored on a two-yard sweep to start a 20-point second-quarter burst that carried the Colts to victory at Indianapolis.

Dean Biasucci kicked three field goals for the Colts (3-1), and Albert Bentley scored on a 34-yard touchdown run.

Tampa Bay (2-2) managed only 57 yards on the ground. The Buccaneers’ touchdowns came on a 38-yard pass from starting quarterback Steve DeBerg to Gerald Carter and a 92-yard kickoff return by Bobby Futrell.

Rookie Vinny Testaverde replaced DeBerg at quarterback in the second quarter and managed only 6 completions in 24 attempts for 42 yards.

Cleveland 30, Green Bay 24--Rookie linebacker Mike Junkin returned an interception 21 yards for a touchdown with 9:52 left in overtime to give the Browns a victory over the Packers at Milwaukee.

On second and 10 at his own 21, Green Bay quarterback Randy Wright threw the ball right into Junkin’s arms and he raced untouched into the end zone.

Junkin said he missed his defensive assignment on the play. “I was supposed to be one-on-one on one of the backs,” he said. “If I’m in the right coverage, I don’t make the interception.”

The game went into overtime after Brown quarterback Gary Danielson, who started the second half, led a 60-yard drive that was capped by his own eight-yard scoring run with 7:37 left.

Houston 18, Dallas 13--Tony Zendejas kicked three field goals as Houston beat its intrastate rival at Irving, Tex., to win the Governor’s Cup for only the 6th time in 21 games. The Oilers finished 2-2, the Cowboys 1-3.

Zendejas kicked field goals of 23, 30 and 32 yards, and Houston’s only touchdown came on Allen Pinkett’s 11-yard run in the second quarter.

Defensive end Ray Childress gave the Oilers a safety in the fourth quarter when he tackled Dallas’ Robert Lavette.
