The World : Senate Sees Soviet Violation

The Senate voted unanimously to support President Reagan’s view that a controversial Soviet radar facility violates the 1972 Anti-Ballistic Missile Treaty. The Senate’s 89-0 vote repudiated the judgment of three Democratic House members who recently made a highly unusual visit to the radar facility near the Soviet city of Krasnoyarsk and concluded that it is intended only to provide warning of a ballistic missile attack. The Administration contends that the facility would help the Soviets defend against such an attack. Last May, the House voted 418 to 0 for a resolution identical to that passed by the Senate.
