Panama’s government accused the United States of bringing troops into Panama City and of otherwise violating Panama’s “sovereignty and dignity” in recent months. A statement by President Eric A. Delvalle and his Cabinet said that on Sept. 23, more than 100 U.S. soldiers based in Panama moved through the capital and parked at the American Embassy and at the residence of Ambassador Arthur Davis. The embassy denied the allegation, saying that 27 touring students from Maxwell Air Force Base in Alabama visited the embassy on that date. Panama’s military strongman, Gen. Manuel A. Noriega, has been under pressure to quit, and the United States has pressed for an end to military domination of the government.
