Auto Row Homes Saved

The City Council has delayed until Oct. 13 consideration of a development agreement with Herbert and Charles Foulger to develop 8.5 acres at Buena Vista and Central avenues for two auto dealerships. But the council agreed to save nine homes and an apartment building that would have been taken by the project.

Residents on Millbrae Street and Buena Vista said they didn’t want to move because their custom-built homes have amenities not available elsewhere in Duarte. They said they were not concerned that their homes, if saved, would be in a commercial area.

In a related matter, the council delayed until today action to condemn one home on four acres in Duarte’s auto row where two other dealerships, owned by Bruce Low, are planned. The city has reached agreement with the owners of eight of the nine homes on the site. The ninth home, on Central Avenue, is owned by Fernando and Christina Lizardo, who have been offered $104,760 for their property but contend that it is worth $150,000.

The Lizardos have until the special meeting at 6:30 tonight to provide the council with a formal appraisal of the property. Otherwise, eminent domain proceedings will begin.
