The human rights commission of the Organization of American States holds Panama’s authorities responsible for the 1985 death of a former government official who was a critic of military strongman Gen. Manuel A. Noriega, according to a commission report prepared for this week’s meeting of the OAS in Washington. The commission said Panama’s government violated the American Convention on Human Rights in the death of Hugo Spadafora, a physician whose beheaded body was found in Costa Rica, near the Panamanian frontier, in September, 1985. Spadafora was a former deputy health minister who had said shortly before his death that he hoped to fight against the Panamanian military.
