The state attorney general’s office will review a Contra Costa County prosecutor’s decision not to file criminal charges in connection with the maiming of a peace protester by a Navy arms train. S. Brian Willson, 46, lost both legs Sept. 1 during a protest of shipments from the Concord Naval Weapons Station to Central America. Deputy Atty. Gen. Martin Kaye said Willson’s lawyers requested an examination of the district attorney’s determination that the train crew had not been advised that demonstrators would be sitting on the tracks and there was no intent to harm the protesters. Kaye said state officials also will review the local sheriff’s investigation of the incident.
