U.S. industrialist Armand Hammer is in the Afghan capital of Kabul on a mission he said is aimed at formulating a plan for a Soviet troop withdrawal, Radio Kabul said. Hammer, the chairman of Los Angeles-based Occidental Petroleum Corp., had announced that he was making the trip as a private citizen. He said he also plans to visit Pakistan and exiled Afghan King Zahir Shah, who lives in Rome. The ruling People’s Democratic Party of Afghanistan has suggested that the king could serve as an interim administrator in the event of a Soviet withdrawal of its 115,000 troops.
