Roman Catholic Archbishop Arturo Rivera y Damas of El Salvador said the military refused to allow him to make a pastoral visit to refugees who recently returned from Honduras to resettle in combat zones. In his homily at San Salvador’s Metropolitan Cathedral and in interviews afterward, the archbishop was visibly upset by the treatment he said he received from the military on his attempted trip to Guarjila, in Chalatenango province, 40 miles north of the capital. On Oct. 10, about 4,500 Salvadorans who had fled fighting between the government and leftist rebels returned from the refugee camps.
