A Jerusalem court sentenced two Palestinians to life in prison for assassinating a moderate Arab mayor who reluctantly cooperated with Israeli plans to allow more self-rule in the occupied West Bank and Gaza Strip. Two Syrian-backed factions of the Palestine Liberation Organization had claimed responsibility for the March 2, 1986, killing of Zafer Masri, mayor of Nablus and the first Israeli-appointed mayor in the West Bank. Muad Abdel Samad, 25, and Ahmed Hanina, 31, both of the West Bank, also were convicted in the 1986 murder of an Israeli border policeman and of attempting to kill several other Israelis.
