Panama police arrested 17 people on subversion charges in a raid on the national headquarters of a left-leaning opposition party. Opposition leaders called the raid on offices of the Popular Action Party “state terrorism.” The arrests followed the government’s ban on a march calling for removal of military strongman Manuel A. Noriega planned for today by the opposition National Civic Crusade, a coalition of 190 business and civic groups that since June has led anti-government protests. Organizers renewed their call for the march despite the ban.
