A planned protest march in Panama City by government opponents failed to materialize after more than 1,000 police and soldiers in battle garb took up positions before dawn along the capital’s main streets. The march, billed as a “grand national mobilization,” was to have been another in the string of demonstrations since June against the military-dominated government and the nation’s strongman, Gen. Manuel A. Noriega. President Eric A. Delvalle and his Cabinet had issued a communique prohibiting the march on grounds that it was an attempt “to subvert public order.”
