Defense and foreign ministers of the seven-nation Western European Union agreed to common security goals, aimed at giving their countries a distinctive voice within the North Atlantic Treaty Organization. In a report, the Western European Union--made up of Belgium, France, West Germany, Italy, Luxembourg, Netherlands and Britain--calls for a mixture of conventional and nuclear weapons to assure European security. The report underscores the need for nuclear cooperation with the United States and says the independent nuclear forces of Britain and France are important for overall deterrence and security.
