Sierra Leone President Joseph Momoh declared a state of emergency to deal with his West African nation’s economic problems. At a news conference, he said the police and armed forces will be empowered to search homes to prevent hoarding of the national currency and key commodities such as diamonds, gasoline and rice. The measures are expected to be endorsed by the House of Representatives today. Sierra Leone is experiencing a severe liquidity crisis due largely to a lack of confidence in the banking system and slumping exports.
