BEIJING — Chinese and Indian officials will meet in New Delhi in mid-November for their eighth attempt to resolve disputes over their common border. Foreign Ministry spokesman Li Zhaoxing said Wednesday that Vice Foreign Minister Liu Shuqing will lead the Chinese delegation.
