U.S. Wary on Nicaragua Offer

The State Department responded cautiously today to Nicaragua’s offer to hold indirect cease-fire negotiations with the Contra rebels, saying such talks can end the fighting only if the Sandinistas conduct them in good faith.

Department spokesman Charles E. Redman, assessing a speech Thursday by President Daniel Ortega in which the cease-fire proposal was announced, said Nicaragua was still “far from being in compliance” with the Central American peace plan.
