Voters in energy-poor Italy will decide in a referendum today and Monday on whether to join a growing number of European countries that have turned away from nuclear power. Newspaper polls taken a week before the vote indicated that anti-nuclear forces are well ahead but still lack a majority because of a large undecided bloc. In contrast to neighboring France, Italy has only a small nuclear power plant program. It had planned a major expansion until the Chernobyl disaster in the Soviet Union led to protests and the referendum.
