The Soviet Union denied allegations that it is delaying completion of an arms treaty expected to be signed next month and accused Washington of introducing last-minute obstacles that could threaten the December summit. Chief U.S. arms negotiator Max M. Kampelman will meet Monday in Geneva with the chief Soviet arms negotiator, First Deputy Foreign Minister Yuli M. Vorontsov, for talks on the intermediate-range nuclear forces treaty. Both sides have said that without completion of the treaty, the planned Dec. 7 meeting between President Reagan and Soviet leader Mikhail S. Gorbachev could be canceled.
