Col. Ali Seibou was appointed Niger’s head of state in a unanimous vote of the ruling Supreme Military Council, state radio in the capital, Niamey, reported. Seibou, 47, was named acting head of state of the West African nation after President Seyni Kountche died last week in a Paris hospital. Seibou, a French-trained soldier like Kountche, had been army chief of staff since 1975.
