Philippine troops captured the nation’s second-ranking Communist leader, Juanito M. Rivera, in a raid on his mother’s house in Santa Rita village near Camp O’Donnell, about 20 miles north of Clark Air Base. Military sources said Rivera is an expert in political assassinations and presided over the Communist Party’s military commission. The military views his capture as the most important since the arrest last year of Rodolfo Salas, alleged by the armed forces to be the chairman of the New People’s Army, the fighting arm of the Communist Party.
