Mexican Winner Named

SALTILLO, Mexico — The Coahuila state legislature formally declared Eliseo Mendoza Berrueto, the ruling party candidate, as the state’s governor-elect, the government news agency Notimex said Friday. Elections in this northern border state were held Oct. 25, and the ruling Institutional Revolutionary Party already has claimed victory in all 38 municipal races.
