The State Department has decided to seek $90 million in emergency funds to keep the United Nations solvent through the end of the year, but congressional approval of the rescue operation is far from certain, officials said. The money, which would bring to $100 million the U.S. contribution for 1987--less than half the $212 million Washington currently owes--must come by Dec. 15 through a continuing resolution by Congress. But Senate and House conferees are still at odds. The Reagan Administration has withheld funds in an effort to give major contributors greater control over the U.N. budget.
