S. Africa Police Ban Black Rally

Police today banned a scheduled outdoor rally by African National Congress leader Govan Mbeki that was expected to draw tens of thousands of blacks.

A local magistrate in Port Elizabeth had granted an application from two ministers’ groups to hold the four-hour rally Saturday in the Zwide township outside the southeastern coastal city. But the divisional police commander, Brig. Ernest Schnettler, issued the last-minute ban, citing emergency regulations against such outdoor rallies. It would have been only the second government approved venue for the ANC since the organization was outlawed in 1960.
