Israeli Labor party legislator Simcha Dinitz defeated Science Minister Gideon Patt of the right-wing Likud Bloc for leadership of the World Zionist Organization and the Jewish Agency, which annually disburse millions of dollars in donations to foster emigration to Israel and build new Israeli settlements. Dinitz was backed by Labor party delegates and liberal Americans who demanded an end to political patronage in the Zionist movement, reduced bureaucracy and resistance to ultra-Orthodox doctrine. The vote at the 31st Zionist Congress in Jerusalem was seen as a test of strength between the two parties before general elections next October.
