The FCC voted to reduce the refund that the Communications Satellite Corp. must pay its customers to $38.8 million. The Federal Communications Commission said the figure represents revenue that Comsat earned in excess of its authorized profit margin of 12.48% between Aug. 1, 1984, and Dec. 31, 1986. The FCC said the $38.8 million represents about $33.3 million in excess earnings and about $5.5 million in interest. The agency ordered Comsat to put the money into an escrow account while the FCC decides how it should be distributed to customers. Washington-based Comsat sells satellite capacity for international telephone and television communications.
