The Soviet Union has provided the United States with a photograph of an SS-20 missile, fulfilling a promise in the arms control treaty signed by President Reagan and Soviet leader Mikhail S. Gorbachev, the State Department said today.

Deputy spokeswoman Phyllis Oakley said the photograph was given to the U.S. Embassy in Moscow on Monday and is being sent to Washington. She was unable to say whether the picture met U.S. requirements. Earlier, the Soviets sent the United States a telecopy photo of the weapon. But U.S. officials said they were not satisfied with the quality and asked for a photograph. Under the treaty, the Soviets are obliged to destroy the SS-20 and the United States must do the same to its own intermediate range nuclear missiles.
