Britons have the easiest access to various means of birth control, while Libyans and Laotians have the least opportunity to control family size, an international study found. The survey by the independent Population Crisis Committee compared industrialized and developing nations in separate rankings, according to availability of contraceptive technology, abortion services and family-planning information. The Washington-based group placed Britain first among the developed nations, the United States seventh and Romania last. Taiwan led the emerging countries, while Libya, Laos and Cambodia were rated zero.
