All Cuban personnel in Nicaragua, both military and civilian, have instructions to organize into combat units and assist the Sandinista army in the event of a U.S. invasion of the Central American country, according to a Cuban defector, Brig. Gen. Rafael del Pino Diaz. The comments of Del Pino, who defected to the United States last May, were made public by a Reagan Administration official because they parallel information provided by a recent Nicaraguan defector, Maj. Roger Miranda Bengoechea. Both men have told U.S. officials that the basic strategy against an American invasion involves spreading the conflict by sending military units into Honduras to the north and Costa Rica to the south.
