Libyan leader Moammar Kadafi called on Libyans to turn their weapons against Arabs now recognizing Israel, Libyan radio said in a report on the opening of the country’s Basic People’s Congresses. Sessions of congresses--which debate policies at the local level--are under way throughout Libya. Kadafi’s call came in a “revolutionary program” he outlined for “the masses” to approve or reject. Kadafi said one policy the congresses should decide concerns Arabs who recognize Israel. “If you re-train your weapons” against these Arabs, “then this is realistic and logical,” he said. Kadafi did not single out any Arab country but has long denounced Egypt for its 1979 treaty with Israel.
