Pioneer Take-Out Corp. has been prohibited from selling franchises by the Calfornia Department of Corporations. The department, which regulates franchises, said the ban will be lifted once a dispute over ownership of the fried-chicken chain has been resolved. Pioneer founder H. R. Kaufman is seeking to regain control of the company from an investment group that bought the chain last month.
