Rivals for the world’s largest atom smasher are making last-minute bids to get on the government’s list of finalists for the $4.4-billion project that is expected to become a windfall for the winner.

Energy Secretary John S. Herrington is to announce today his department’s “best qualified list” of possible sites for the collider. The “preferred” site will be announced in July.

Finalist sites are in Arizona, Colorado, Illinois, Michigan, New York, North Carolina, Tennessee and Texas.

Last week, New York withdrew its proposed site near Rochester, despite making the short list, because of vocal opposition of area residents. Gov. Mario M. Cuomo asked for reconsideration of a site in the St. Regis valley in northern New York state.

California Gov. George Deukmejian and Ohio Gov. Richard F. Celeste have asked President Reagan to restore their states to the list.
