Cambodian Premier Hun Sen and Prince Norodom Sihanouk, the rebel leader, said their second meeting to seek a Cambodian settlement was a big step forward despite differences on key issues--including the withdrawal of Vietnamese troops supporting the Hun Sen regime. They said they will meet again in April in Pyongyang, North Korea, where Sihanouk has a home. Both men agreed at the talks in a Paris suburb that Cambodia should be “independent, neutral and nonaligned” and have a freely elected parliament, Hun Sen told reporters.
