China replaced the chief of its national family planning commission after official reports warned that the country’s birth control program is in disarray and its population is growing at alarming rates. Wang Wei, 69, who had headed the State Family Planning Commission since 1983, was replaced by Peng Peiyun, 58, the official New China News Agency said. Peng, a former vice minister of education, is one of the highest-ranking women in the Chinese Communist Party. Wang’s replacement follows reports in the official media that China’s population grew in 1987 at its fastest rate in four years, reaching 1.07 billion.
