The World : 54 Dissidents Reach West

East German authorities have allowed 54 dissidents who were arrested at a demonstration to leave the country, West German officials said. Heinz Doerr, director of the West German refugee office in Giessen, said 54 dissidents and 12 family members have arrived in West Germany. Most had applied for permission to leave the Communist country before they were arrested. They were seized Jan. 17 when they displayed banners critical of the government during an officially sanctioned rally honoring Rosa Luxemberg and Karl Liebknecht, founders of the German Communist Party, who were killed by soldiers during a Communist-led uprising in 1919.
