US Sprint Communications Co. will lower its interstate long-distance rates an average of 4.1% on March 1, more than matching reductions by its two main competitors. American Telephone & Telegraph dropped its rates an average 3.5% on Jan. 1, and MCI Communications Corp. has said it will cut its rates by the same amount on March 1. The cuts reflect lower charges the long-distance companies must pay to local phone companies for connection to local networks.
