U.N. special negotiator Diego Cordovez returned to Pakistan after talks in Afghanistan, declaring that “a lot of differences” still block a negotiated settlement of the 8-year-old war. Cordovez has been aiming for a new Afghan session at Geneva by the end of February and has echoed statements by Soviet leaders that it “could be the last,” leading to the withdrawal of the estimated 115,000 Soviet troops in Afghanistan. Meanwhile, Afghan rebels said they regained control of the highway leading to the strategic garrison town of Khost.
