The Detroit News and the Free Press contend that a Justice Department administrative law judge misunderstood both the newspaper business and the law in recommending rejection of a partial merger of the newspapers. The newspapers, in a brief filed with the department, also argued that a decision this month by directors of Knight-Ridder Inc. to close the Free Press if a joint operating agreement, or JOA, is disapproved makes it imperative that Atty. Gen. Edwin Meese III overturn the recommendation of Judge Morton Needelman. Meese is expected to receive the case for review Feb. 13.
